世界能否在气候变化议题中积聚信任与共识——兼论中美欧气候合作重要性和前景

气候变化国际谈判历史反复证明,相互指责无济于事,合作与妥协是唯一通向达成共识之道


中美之间有效合作,对达成《巴黎协定》、“阿联酋共识”发挥了重要作用,两国在能源转型、新一轮国家自主贡献等领域形成的共识,为COP28和之后的联合国气候变化国际谈判提供了坚实的基础。展望未来,在全球应对气候变化进程和国际谈判面临一系列新的挑战和美国气候政策可能生变的新形势下,欧盟需要继续发挥领导作用,与中国一道,敦促并携手美国,积极回应发展中国家的合理关切,维继信任、加强合作、凝聚共识,继续推动全球强化减排承诺,开展有意义的气候行动,确保实现全球气候温控目标。

Can the World Build Trust and Consensus on Climate Change

—Discussions on the Importance and Prospects of China-US-EU Climate Cooperation

Abstract: Climate change is a rare issue of concern for the three major economies of the United States, China, and the European Union in recent years. It is also an important channel for communication and exchange between China and the United States, breaking the political and diplomatic deadlock, and carrying the dual mission of politics and climate. However, with the balance of support for actively addressing climate change and changes in economic conditions, the trust and consensus established by the world's three major economies will be put to the test of whether they can be sustained. The history of international negotiations on climate change has repeatedly proven that cooperation and compromise are the only way to reach consensus. Effective cooperation between China, the United States, and Europe has played an important role in promoting the global climate agenda. When negotiating a new round of Nationally Determined Contributions globally, incentive mechanisms should be used to encourage more participation and action. Looking ahead, the EU needs to continue to play a leading role, working with China, urge and join hands with the United States, and actively respond to the reasonable concerns of developing countries. The three major economies need to maintain trust, strengthen cooperation, gather consensus, continue to promote global strengthened emission reduction commitments, carry out meaningful climate actions, and ensure the achievement of global climate goals.
